In 1999, born out of a concept imagined by Jimmy Bone, Chapter 13 Trustee (Atlanta, GA) and Rick Yarnall, Chapter 13 Trustee (Las Vegas, NV) the National Association of Chapter 13 Trustees (“NACTT”) took concept to task to begin to consolidate Chapter 13 case information into a national database. This effort was in direct response to requests from creditors interested in obtaining Chapter 13 case information in a more expeditious fashion versus interacting with 200 different Chapter 13 Trustees.
The initial project effort was named the National Data Center (“NDC”). The NDC project goal was to provide parties-in-interest with access to national Chapter 13 case information via a single, secure Internet site. Michael Meyer, Chapter 13 Trustee (Santa Rosa, CA) and Kevin Anderson, Chapter 13 Trustee, (Salt Lake City, UT) soon joined the NDC team to assist in bringing concept to reality.
Following substantial negotiations during the summer of 2001, Chase Bankruptcy Information Systems (“CBIS”), a wholly owned JP Morgan Chase company, agreed to provide funding and the technical expertise to create the NDC website. Leadership from Bankruptcy Software Specialists (“BSS”) was also instrumental in initiating the technical design and development efforts to deliver the original NDC presence. During this time, the NACTT and the Executive Office of the United States Trustee maintained open communications regarding appropriate privacy and security standards to be incorporated into the NDC project.
By the end of August 2001, BSS had completed the preliminary NDC website. During October and November 2001, Ford Motor Credit, Toyota, Beckett & Lee, and Resurgent Capital beta tested the website, and were highly enthusiastic about the NDC and anxious to participate as Subscribers.
In mid 2002, the NDC project evolved from project to company. Leslie Vanoni was engaged as the Executive Director and the NDC was established as a Non-Profit Organization under § 501(c)(6). By March 2002, 53 trustees had agreed to provide data, which was sufficient to open the site. On April 1, 2002, The National Data Center launched www.ndc13.com and proudly welcomed Ford Motor Credit Corporation as the first Subscriber to the NDC website.
In 2003, a significant redesign and backend development effort was completed under the direction and vision of Leslie Vanoni, Executive Director with the support of Michael Meyer. The new production environment was established in California and www.13datacenter.com came into existence.
Over 189 Chapter 13 Trustees currently provide data that is processed and updated nightly. The National Data Center business model is evolving from an organization based on data consolidation to a mission critical data partner to some of the Nation’s largest creditors, servicers and debt buying organizations. Where once Subscribers were satisfied to just receive the consolidated Chapter 13 data, exposure and use has increased our data consumer community’s ability to leverage this unique data source, making the NDC an integral part of many subscriber’s day-to-day operations. The NDC is poised for continued growth and success. We remain committed to the goal of improving the Chapter 13 system for the benefit of creditors, debtors, and trustees.
